Re: Supply of Water Purifiers at various staff quarters in Delhi/NCR

We invite Tender from Indian Suppliers (Except those who have been black listed/debarred in L.I.C. through out India) for supply of water purifiers as per our specifications and estimated total quantity of 460 units (approx.), subject to the following.

 

1)      The water purifier should be ISI certified

 

2)      The maximum output flow rate should be 120 LPH (2 litre per minute)

 

3)       The water filter should be of U.V. Type

4)       The water filter should be with three stage protection

5)      Stage I: For removal of Macro or suspended impurities: This should be of polyproproplyene or other suitable material.

6)      Stage II: Removal of colour, odour and toxic organic contaminants: This shall be of activated carbon (Charcol) or similar material.

7)      Stage III: Resin Chamber or UV chamber for removal / deactivation of virus, bacteria and other micro organisms.

8)      Minimum 8W lamp for UV action

9)      Quartz Glass Cover for UV chamber

10)   Preferably with sensors for automatic switching off in case of malfunctioning or increase in degree of impurity

11)  preferably having double e-boiling system where water passes through UV Chamber twice

12)  The rates (both in figures& words) per piece.

13)  Brochures of the water purifiers offered should be submitted along with the
technical tender and supply should be strictly as per this specification.

14)  The rates quoted should be inclusive of all taxes including VAT, Service Tax, Octroi if any, and delivery and installation charges. No separate payment of what so ever nature will be made other than the rates quoted per purifier. The installation of the Water Purifier should be made at various staff quarters in Delhi/NCR.

15)  Orders may be placed for estimated total requirements or part thereof depending upon the requirement at a time. If there are any changes in the price depending on the quantity of the purifiers, such quantity and rates are to be clearly specified in the Tender.

16)  The entire quantity ordered should be supplied and installed within a period of One month from the date of order.

17)  The rates quoted will be valid for installation at the staff quarters till one year from the date of order.

18)  If after the supply, it is discovered that the water purifiers supplied are not as per the specifications mentioned by the suppliers, it will be the responsibility of the suppliers to replace it immediately without any extra cost.  In such a situation, penalty can also be imposed on supplier.

19)  Tender fee of Rs. 100.00 in cash can be deposited at the Cash Counter of Northern Zonal Office, 11th floor; Jeevan Bharti, Connaught Place, New Delhi or it can be paid through Demand Draft/Banker’s cheque favouring LIC of India payable at New Delhi and enclosed with technical bid.

a.       The tenderer will have to deposit Earnest Money Deposit (Refundable without interest) of Rs.35000.00 by D.D./ Banker’s Cheque fvg. LIC of India payable at New Delhi and should be enclosed with Technical Bid.  The Earnest Money Deposit will be forfeited in case the tenderer refuses / fails to carry out the order, if placed at the quoted rates. Earnest Money Deposit of the unsuccessful tenderers will be refunded without any interest within 60 days from the due date or within 21 days from the date of finalizing the orders whichever is earlier without any interest. Once the tender is submitted, no tenderer will be allowed to withdraw the tender. In case of unilateral withdrawal of the tender, E.M.D. of that tenderer will be forfeited.

 

b.      The successful Tenderer will have to deposit 10% of the contracted value towards Security deposit/Performance Guarantee & the amount will be refunded (without any interest on that) after expiry of the warranty period of water purifier. The deposit will be in the form of Demand Draft/Bankers Cheque or Bank Guarantee in favour of LIC of India through Nationalized Bank within a period of 15 days from the date of placing an order. The bank guarantee should be valid initially up to 31.12.2010 subject to condition that the successful tenderer would get the validity extended till such time, the warranty period remains operational. The Security Deposit/Bank Guarantee will be released after expiry of warranty period of water purifiers.

20)  The offer shall be in two separate parts containing technical and commercial offers as per Annexure “A1”, i.e. for technical offer and Annexure “C” for commercial offer. Two separate sealed envelopes containing technical and commercial offers should be put in one large envelope, super scribed with subject  “Tender for supply of water purifier in Delhi/NCR”  and due date of opening.

21)  Tender for Water purifiers.

                                                               i.      Both the inside envelopes i.e. Technical bid and Commercial (price) bid should be separately and securely sealed and stamped. Both these sealed envelopes must be super scribed with following information.

22)  The format of both the bids is enclosed as per Annexure A and Annexure B.

 

Technical Bid

 

a) The envelope No. 1 (Technical Bid) should not contain any price

Information and should indicate whether the water purifier is as per

Specifications as mentioned below.

b) The purifier shall have 3 stage purification process with output flow rate of

 120 LPH (2 litres per minute):

i) Stage I: For removal of Macro or suspended impurities: This should be of polyproproplyene or other suitable material.

ii) Stage II: Removal of colour, odour and toxic organic contaminants: This shall be of activated carbon (Charcol) or similar material.

Iii) Stage III: Resin Chamber or UV chamber for removal / deactivation of virus, bacteria and other micro organisms filtration 2nd stage: Activated carbon treatment 3rd stage: UV treatment

 

 

c.The system should have an electronic monitoring system to ensure pure water.

d.The machine should have a compact & durable outer body besides

being easy to clean inside.

e.The Company interested to submit the quotation must have completed at

least 2 orders of the quantity 300 pieces per order of water purifiers of any

brand of water purifier manufactured by  the company within last two/three

 years. (Copies of orders received in this regards must be enclosed)

f Features of the Water Purifiers and how these are sufficient       for the

water supply made by the Municipal Corporation of Delhi/NCR

g. Sufficient Service stations in Delhi/NCR.

h.List of the reputed Clients and the quantity supplied to them.

 

i.Details of in-house laboratory (If any) of the company.

j.Undertaking of the company to replace damaged/defective item.

k.Warranty period/Guarantee period and parts of the machine /full machine covered under it.

l.Attested photo copies of Valid I.T. Returns, Sales Tax, VAT clearance

certificate, Professional Tax, Trade license, PAN Card

(The tenderer should submit copies of the supporting proof for all the points

mentioned above along with the technical bid)

                  Commercial Bid: 

 

                                                               i.      Envelope No. 2 should include price information.

                                                              ii.      The price should be inclusive of all taxes including VAT, service tax, octroi, if any, delivery & installation charges, etc. as denoted in item(14) above

                                                            iii.      The price quoted should be in words and figures.

(The price quoted should be strictly for the model specified in the technical bid.)

23)   Tender forms may be obtained from OS Department, Northern Zonal Office, 11th floor, Jeevan Bharti, Connaught Place, New Delhi or may be downloaded from www.licindia.in D.D./Bankers cheque should be in the name of LIC of India payable at Delhi/NCR

24)    Pre bid meeting will be held on 30.12.2009 at 11.00 am  at Jeevan Bharti Building, 11th Floor, Tower –II,New Delhi-110001

25)   Last date of receiving the tenders is 09.01.2010 up to 12.30 pm.

26)   While opening the technical bids on 11.01.2010 at 11.30 a.m. Single representative of the tenderer is permitted to attend the meeting.

27)   The price bid of only those Tenderers who qualify themselves in technical bid will be opened.

28)     Bills will be settled as under:

29)   First payment against supply & installation of 100 Water purifiers. The suppliers will be required to submit bill along with acceptable proof of satisfactory installation. Subsequent payments will be made on successful installation of further 100 Water purifiers. T.D.S. will be deducted as per rules.

30)   The tenderer would be required to submit each page of notice & conditions, along with technical bid duly signed with rubber stamp in token of having accepted all the points mentioned therein.

31)    If the water purifier for which rates are being quoted is under approved rate contract by Director General of Supplies and Disposals (DGS&D), Govt. of India, appropriate answer in ‘Yes’ or ‘No’ should be given in technical bid.

32)   L.I.C. of India reserves the right to cancel this tender and /or re-tender with revised properties /specifications in case of non-qualification of any tenderer as per Technical Bids without assigning any reasons.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Supply of Water Purifiers in Delhi/NCR

 General Conditions:

1.                   The tenderer should be in similar business at least for 5 years

2.          List of clients of the tenderer to be enclosed

      3.         Index for the documents submitted as a part of the Technical Bid.

TERMS AND CONDITIONS OF THE TENDER

1.       The tender should be dispatched so as to reach this office on or before the time and due date specified.

2.      Offers with conditions like, ‘subject to availability of stores’ or with similar vague conditions shall not be accepted.

3.      All deliveries must be as per our instructions.

4.      Each page of the offer should be signed by the tenderer.

5.      No alterations either in quantity or quality of the items will be permitted

6.      Failure to supply the ordered quantity within the time frame as stipulated in Para 16 shall invite a penalty of 1 % per week of delay (any fraction to be rounded off to one), subject to maximum of 5 % of the total cost of the balance number of the Water purifiers to be supplied. The penalty can also be recovered from security deposit.

7.      Stores rejected after the receipt will have to be taken back by the suppliers at their risk and cost

8.      Quotations should be sent in a sealed cover super scribed with subject of the tender and due date of opening.

9.      Any tender not in compliance with the above terms and conditions and the specifications shall be liable to be rejected.

10.   One installed unit of water purifier would be chosen randomly, dismantled and sent for laboratory testing. The supplier would be required to replace new unit in place of unit removed at their own cost. However, lab testing charges would be borne by LIC of India only if the sample tested would meet the full specifications laid down in the tender.

 

11.   Pre bid meeting of suppliers would be held on 30.12.2009 at 11.00 am in OS Deptt, 11th Floor, Tower-II, Connaught Circus, New Delhi. One authorized representative of the company, who had deposited tender fee of Rs 100.00 as stated in item no.19, would be allowed to participate in the meeting.
